Add documentation for needsimages

This template is to be used on articles, or sections of them, that sorely need images. The reasons for needing images can range from "I can't understand this article without them" to "it'd be nice". ("This is just a huge never-ending cascade of text" can be a reason too, though in that case it may be more a formatting issue.)

The <code>sect</code> parameter (and its synonym, <code>section</code>), can be used to indicate that this box is going in a section, as opposed to the top of an article. Value must be "yes" (or some variant thereof) to be enabled.
